Pro-life legislation is becoming law despite Gov. Brad Henry’s failure to sign SB
139. Under the Oklahoma Constitution, a bill approved by the Legislature
automatically becomes law after five days if the governor declines to take action
on it. SB 139 prohibits state funds and institutions from being used to perform
abortions. SB 139 allows abortions to save a mother's life and in cases of rape
or incest. The bill takes effect Nov. 1. Please contact your legislator and thank
him or her if they voted for SB 139.
